2017 BRICS Summit

China hosted the 9th BRICS Summit - a meeting of leaders from five developing nations including Brazil, Russia, India, China and South Africa - in Xiamen, Fujian province in China from Sunday to Tuesday.

9月3日至5日，第九届金砖国家峰会在厦门举行，来自巴西、俄罗斯、印度、中国和南非五个发展中国家的领导人举行会晤。

Reviewing the BRICS' first 10 years, Chinese President Xi Jinping noted that the bloc's combined gross domestic product has grown 179 per cent, trade has increased by 94 per cent and urban population has expanded by 28 per cent.

中国国家主席习近平回顾了金砖国家走过的10年历程，指出五国经济总量增长179%，贸易总额增长94%，城镇化人口增长28%。

Showing his ambition for the bloc, he said, “Our goal is to build a big market of trade and investment, promote smooth flow of currency and finance, improve connectivity of infrastructure and build close bonds between the people.”

China is pushing the idea of expanding BRICS. Mr Xi said on Sunday the bloc should “promote the BRICS-Plus approach to build an open and diversified network of development partners”.

中国计划让更多国家参与到“金砖国家”中来。习近平9月3日说：“金砖国家应推动‘金砖+’合作模式，打造开放多元的发展伙伴网络。”

Mr Xi on Monday called on BRICS countries to fight protectionism and advance the reform of global economic governance.

China's National Anthem Law

China's National Anthem Law has been approved by the Standing Committee of the National People's Congress, on Friday, and will take effect from Oct 1. The law aims to uphold the respect of people to the national anthem, as well as to regulate ways people sing or play the song.

9月1日，全国人大常委会表决通过《中华人民共和国国歌法》。该法将于10月1日起施行，旨在维护国歌的尊严，规范奏唱国歌的礼仪规范。

The law clarifies nine situations in which the national anthem should be played, including the opening and closing of NPC sessions, flag raising ceremonies, important diplomatic occasions and major sport events. It also states that the song must be included in textbooks for primary and secondary school students.

国歌法明确规定了9类场合应当奏唱国歌，包括全国人民代表大会会议的开幕及闭幕、升国旗仪式、重大外交活动、重大体育赛事等。国歌法还规定，国歌纳入中小学教育。

It will be illegal to use the national anthem as a trademark, in commercial advertisements, at funerals and other “inappropriate” private occasions, or as background music at public places.

国歌不得用于商标、商业广告，不得在私人丧事活动等不适宜的场合使用，不得作为公共场所的背景音乐等。

In the law, people who maliciously modify the lyrics or play/sing the national anthem in a distorted or disrespectful way, can be detained for up to 15 days or held criminally liable.

Initial Coin Offerings

Seven government administrations including the People's Bank of China, China Securities Regulatory Commission, China Banking Regulatory Commission and China Insurance Regulatory Commission issued a joint statement to order a ban on Initial Coin Offerings (ICOs).

Starting Monday, ICO activities should be halted immediately, and ICO platforms should not engage in exchange services between fiat currencies, virtual coins and tokens, said the statement.

A heavily pregnant woman is reported to have committed suicide after her family repeatedly refused to let her have a caesarean section. The 26-year-old woman, surnamed Ma, was admitted to the maternity ward of Yulin No 1 Hospital in Shaanxi Province, northern China, last Wednesday.

据报道，一名待产孕妇（被猜测）在其家属多次拒绝实施剖宫产（也称剖腹产）后自杀身亡。这名产妇马某今年26岁，于8月30日进入陕西省榆林市第一医院分娩中心。

“Initial diagnosis found that Ma was over 41 weeks pregnant with her first child,” said a statement issued by the hospital. “The large fetal head circumference meant that vaginal delivery would have been very risky.” Doctors had suggested that delivery by caesarean section would be safer for Ma following the examination.

医院发布的说明中称，初步诊断产妇马某为头胎41+1周孕待产，胎儿头部偏大，阴道分娩难产风险较大。在完善相关检查后，医生建议进行剖宫产终止妊娠对该产妇更为安全。

However, the woman's family insisted on a natural birth, repeatedly refusing to give their permission for a cesarean, the statement said.

After the hospital's account went viral earlier on Tuesday, Ma's husband came forward to offer his own side of the tragedy, claiming that he had twice given permission for a C-section, but that doctors had said that the birth would happen soon naturally and that a cesarean was not actually needed.
